There doesn't seem to be much difference between new and old. However, be advised that Trading Standards are definitely using the new regulations. This week I received a letter from Trading Standards which states,

"You may be aware that on 9 June 2015 I took a sample of your honey from ...

I am pleased to inform you that the sample satisfied the tests applied and comply with the relevant requirements of The Honey (England) Regulations 2015".

So Norfolk Trading Standards were applying the new regulations BEFORE they came into force. (And there's the stereotype of Norfolk being a bit behind the times!).
